Rome and the Vatican City have a unique relationship in that the Vatican City is considered a sovereign state in itself (even if it only has 44 hectares of real estate within its walls) and is located within Rome (the capital of the state of Italy.)

The Vatican City can be said to be the main tourist draw of Rome, so much so that some think they are one and the same city. The allure of the Vatican City is that it is the base of the Roman Catholic Church and is home to the Bishop of Rome - the Pope.
